1. The Area Chairperson serves as the “Election Chairperson.” In the event that the Area Chairperson is participating in the election, the entire election will be conducted by the Immediate Past Delegate as the Election Chairperson.
2. Current or Past District Representatives who have submitted a completed application (form on SCWS website) by the posted deadline will be considered to be candidates for the election of Officers when they stand for a position at the Election Assembly, revealing position(s) sought by standing at Election Assembly. Submitting a resume is not binding: a candidate may withdraw simply by not standing at the Election Assembly. Candidates also may inform Immediate Past Delegate of their withdrawal prior to the Election.
3. The Election Chairperson reviews the proposed election procedures, given below. It is important that everyone understands the method agreed upon for the election of Area Officers.
4. The Election Chairperson asks for a vote of acceptance of the proposed method of election, below. If another method is considered, it should be clearly understood and agreed upon by 2/3 vote of the Assembly.
5. Election Chairperson invites candidates who believe they are prepared, willing and who have submitted an application to come to the dais, starting with candidates for Delegate. Each candidate will be given 2 minutes at the microphone to answer the following specific question from the application form in their own words: “Describe why you would be an asset as an SCWS officer.”
6. At the time the vote is called, voters will indicate their choice by responding electronically or in writing. During the voting period, no one may enter or leave the room or sign out of Zoom until the vote result is declared by Election Chairperson.

Voting Procedure

Confirming count of voters. Group Records Coordinator takes roll call to obtain count of those GRs attending in person and those on Zoom.

2. Election of Delegate, requires 2/3 vote

• A first ballot is taken. The candidate receiving 2/3 vote is elected Delegate.
• If first ballot does not elect the Delegate, the Election Chairperson may ask candidates receiving the lowest votes to withdraw. If two candidates each receive at least 40% of the total vote, the Election Chairperson may ask those two candidates to remain and the others to withdraw.
• Whether or not names are withdrawn, a second ballot is taken.
• If still no election occurs, a third ballot is taken between the two candidates receiving the most votes.
• If 2/3 vote still is not reached, the Delegate is selected by lot. The first name drawn becomes the Delegate.

3. Election of Alternate Delegate

• Follows same procedure as for Delegate.

4. Election of Chairperson, requires Majority vote

• Majority is 50% + 1 vote.
• A first ballot is taken. The candidate receiving majority vote is elected Chairperson.
• If first ballot does not elect the Chairperson, the Election Chairperson may ask candidates receiving the lowest votes to withdraw. If two candidates each receive at least 40% of the total vote, the Election Chairperson may ask those two candidates to remain and the others to withdraw.
• Whether or not names are withdrawn, a second ballot is taken.
• If still no election occurs, a third ballot is taken between the two candidates receiving the most votes. The candidate receiving the most votes on the third ballot is elected Chairperson.

5. Election of Secretary and Treasurer

• Follows same procedure as for Chairperson.

6. No Candidate

• In the event there is no candidate for a position, it will be treated as if a vacancy has occurred.

7. One Candidate

• In the event there is only one candidate for a position, there will be a yes or no vote.
